With AutoCAD Civil 3D, you can copy around surface elevation labels, and they automatically update. We use the DotSmall block for both the leader arrowhead and the marker (see Civil 3D Surface Spot Elevation Short Leader Arrow Heads and Markers). So the easiest way to copy them around is using the Center Osnap, which for some reason lets you pick any location on the label.
The other day I was copying labels around when suddenly I lost the ability to Osnap to the Center. It turns out that layer "0" was turned OFf. By turning layers "0" and "defpoints" both on, the Center Osnap came back. Whew!
